In the F-PDCCH overlaid mode, the relative power of the F-PDCCH1
must be same as the F-PDCCH0's.
-221 Settings conflict; In the F-PDCCH overlaid mode, the slot positions of
the F-PDCCH1 cannot be overlapped with F-PDCCH0s'. Check the slot
position again.
