Air or water in the fuel system can also cause this issue; ensure the fuel line coupler bolt and nut are tight, bleed the fuel system, and remove any water, replacing the fuel filter. In cold weather, thick oil can hinder engine turnover, so use a lower viscosity oil or consider an engine block heater. Lastly, a weak battery can be the culprit; clean the battery cables and terminals, charge the battery, and in cold weather, store the battery indoors, installing it only when the tractor is in use.
