It will continue to display “NOT READY” until all on-board diagnostic tests are completed. This doesn't prevent scanning. If the ScanGauge reports No Codes Found and READY, the vehicle is ready for emissions testing. Some states allow some tests to be incomplete and still pass the vehicle even when the ScanGauge reports NOT READY.
