Description: Disables the Shut Down option on the Start menu. Note
that this does not disable the users ability to shut down
the computer using the CTRL-ALT-DEL sequence. If you
want to remove the users ability to use CTRL-ALT-DEL,
remove the users name from the Shut down the system
user right in User Manager.
