*3. This is the value of the RS signal when communications are in the Operational state or immediately
after restarting the port. This item is invalid when the flow control method is set to RS/CS flow control,
and the initial RS signal value will always be ON. If the Initial RS Signal Value is set to OFF, use the RS
Signal ON control command to turn ON the RS signal.
