Stop adding material to the Hopper/Chipper Chute and allow the Chipper/Shredder to clear itself before continuing. If the issue persists, the hammers may be loose, damaged, or obstructed by debris, requiring service by a qualified technician.

You might also need to prime the carburetor by pulling the starter handle. Clean any dirty fuel passageways with a fuel additive. If there's too much fuel in the chamber (possibly due to a sticking carburetor needle), turn the choke to the RUN position, remove the spark plug, pull the start handle several times, then reinstall the spark plug and set the choke to the CHOKE position.
