It might be due to front forks not being perpendicular to the ground, front wheels not being at the same height, incorrect tire pressure, broken or loose spokes, or dirty/damaged front wheel bearings. You can check the front wheel angle and height, ensure the tires are inflated to the same pressure, change any damaged spokes or tighten the loose ones, and clean the bearings. Also, consider changing the bearings.
