This function can establish an encrypted communication environment via SNMPv3 when getting
machine information by Smart Device Monitor for admin.
NOTE: [Encryption only] Encrypt at all times. It occurs an error if devices do not support encryption.
[Encryption /Clear Text] It communicates by clear text if devices do not support encryption.
