There might be water pressure in the hose, in which case you should squeeze the trigger to relieve it. The spark plug could be shorted, fouled, or broken, requiring a replacement. The ignition lead wire might be shorted, broken, or disconnected, so you should replace it or reattach it to the spark plug. The choke could be in the wrong position; move it to the START position for a cold engine or the RUN position if the engine is warm. Alternatively, the engine might be flooded; move the choke to the RUN position and repeatedly pull the starter grip until the engine starts.
