Why does the cutting wheel continue to rotate on my Toro 22615G?

If the cutting wheel on your Toro Grinder continues to rotate, there are a few possible reasons. Ensure the throttle is in the DISENGAGED position to reduce engine speed. If the belt is off the pulleys or broken, replace the drive belt. Also, check the clutch springs; if they are weak or broken, replace the clutch.
