  If the starter on your Toro Lawn Mower doesn't crank, several factors could be at play. Ensure the blade-control switch is disengaged, the parking brake is engaged, and the motion-control levers are in the NEUTRAL-LOCK position. You also need to be sitting in the operator’s seat. A dead battery, corroded or loose electrical connections, or a blown fuse can also prevent the starter from cranking. Charge the battery, check the electrical connections, and replace the fuse if necessary. If the problem persists, a relay or switch might be damaged, and you should contact an Authorized Service Dealer.

  If the blades on your Toro Lawn Mower are not rotating, check the belt tension or replace the belt. Also, connect the PTO shaft and inspect the belt for damage. Install the belt and check the adjusting shafts and belt guides for the correct position.

Also, ensure the motion-control levers are in the NEUTRAL-LOCK position and that you are sitting on the seat. Try charging the battery and checking the electrical connections. Position the throttle control midway between the slow and fast settings. You might also need to replace the fuel filter or clean/replace the air-cleaner element. Check the seat-switch indicator, replacing the seat if required. Inspect the electrical connections, clean the terminals, apply dielectric grease, and reconnect. Finally, adjust or replace the spark plug and check its wire connection.

To resolve some of these issues, move the blade-control switch (PTO) to the disengaged position, engage the parking brake, ensure that the motion-control levers are in the NEUTRAL-LOCK position, sit on the seat, charge the battery, check the electrical connections for good contact, and replace the fuse. In the case of a worn or damaged relay or switch, contact an Authorized Service Dealer.
