If the rear wheel of your VESPA Scooter spins at idle, it could be due to several reasons. The idling rpm might be too high, requiring a check and adjustment of the C.O. Another potential cause is a clutch fault, which necessitates inspecting the spring/friction mass and the clutch bell. Additionally, an air filter housing that isn't sealed properly or is damaged, or a damaged purifier-carburetor fitting might be the cause. Correctly refit the filter housing and replace it if it is damaged. Replace the purifier-carburetor fitting if it is damaged.
