If the high limit safety cut-out of the electric heater has tripped, reset it before commissioning the heat pump. If there's scale build-up, ensure the installation instructions regarding hot water treatment have been followed and reset the high limit safety cut-out (after a maximum of 3 resets, replace the electric heater). If there is air in the electric heater, it may dry fire; in this case, replace the electric immersion heater.
