      First, determine if the governor is at full fuel. If YES: ensure the linkage is adjusted properly, the load isn't excessive, the voltage regulator (if used) is set properly, and the fuel stop on the prime mover is set correctly. If NO: ensure the load limit is out of the way and adjusted properly, the fuel limiter (if equipped) isn't set too low, there's adequate air pressure for the fuel limiter, the linkage isn't sticky or improperly adjusted, and if it's an electric start fuel limiter, ensure there's adequate voltage for the solenoid.

If none of these work, close off fuel and replace the governor.

      If the governor opens fuel only part way, verify that the load limit is adjusted properly and set out of the way, that there is adequate manifold pressure (applies to fuel limit type governors), the fuel stop on the engine is adjusted properly, the fuel stop in the governor is set properly, and the fuel linkage is free.

      With manual assistance, determine if the governor output shaft can be easily moved towards maximum while cranking. If YES: check if the governor is filled with oil, the rotation of the pump is set correctly, the engine has been cranked for at least 10 seconds to allow the governor time to develop pressure, the drive shaft is connected, the oil viscosity is greater than 50 SUS, and the cranking speed isn't too low. If NO: check if any shutdown devices are activated or incorrectly adjusted, the speed setting is above cranking speed, the linkage is free from excessive friction, the load limit is set at zero, and if a fuel limiter is used, that it is correctly adjusted.

      First, determine if the oscillations are periodic and smooth (not intermittent). If YES, check if the frequency of the oscillation is above 5 Hz. If the oscillations are NOT periodic and smooth (intermittent), check if the fuel source is adequate and constant, the speed setting reference is steady, the governor oil level is low, the load is erratic, and the governor oil is clean. If the frequency of the oscillation is above 5 Hz, check the governor drive train, governor alignment, dirty spring-driven oil damped ballhead (if so equipped), or bad injector or misfire. If the frequency of the oscillation is NOT above 5 Hz, determine if the oscillations are related to speed setting variations. If the oscillations are related to speed setting variations, the cause of the speed setting variation ...
