4.9 ：CSN control information set
LowerRange：the lower range of CSN.
upperRange：the upper range of CSN. If the low value and the upper value are not zero at the same time，
the tool will compare the CSN which will be written with the low value and the upper value.The count of zero
should be equal to the “length”.
