Check the electrical connection: the cable marked “P” must be connected to the proportional valve (yellow or grey collar). Also, the proportional valve drain passage might be clogged (clean the drain passage), or a hydraulic agitator might be connected to the drain passage of the proportional valve (remove the hydraulic agitator and leave the hole open). The drain tube of the proportional valve might be undersized (change the drain tube), or the proportional valve flow rate might be lower than the desired rate setting (change the proportional valve). If the motor is faulty, have the gearmotor inspected at the nearest Service Centre.
