Why is my Bissell 19404 Vacuum Cleaner producing reduced steam or no steam?

There are a couple of reasons why your Bissell Vacuum Cleaner might not be producing enough steam: the water tank could be empty, in which case you should fill it. Alternatively, you may not have selected a steam level; select one by pushing the steam level button.
