To resolve this, remove the spark plug, cover the spark plug hole with a rag, and pull the recoil cord several times to clear any oil from the cylinder. Wipe the spark plug and reinstall it. If the engine pulley turns by hand with the spark plug wire off, the recoil may be broken or jammed.
