If relay Circuit 1 ON/OFF Fan 2nd step (DO type=15) and Circuit 1 ON/OFF
Fan 3rdstep (DO type=16) all not configured, this alarm will never occur.
Otherwise, if SP13≠ 2 and power supply frequency is different from that
configured in the Par SP13, alarm occurs.

SP13 = 2, frequency control disabled.
Or power supply frequency is the same as that configured in the Par SP13.
