Ensure the brushes or springs aren't binding in the brush holder; clean the holder and align the brush leads. If none of these steps work, the armature might be shorted, requiring motor replacement. Inspect the motor commutator for burn spots or damage, and if possible, have a motor shop resurface it. Lastly, a damaged motor control board can also cause this issue, so consider replacing it.
