If the cylinder doesn't fully stroke when the 'Load' button is pressed, overhaul the hydraulic cylinder. Also, check for a defective load solenoid valve by removing the tube that runs from the load solenoid valve to the hydraulic cylinder. Start the compressor and press the 'Load' button; if oil doesn't come out of the solenoid valve, replace it.
