-221 Settings conflict; DCH generation is not support with a DPCH slot
format of 16.

The DCH which is referenced by AWGN Eb Ref is off. To avoid this,
set the DCH to on.

turning on the digital module.
When turning the digital module on, a check is made to see if a
format is turned on. This error is generated when no format is
found.
