To resolve this, reduce your ground speed while maintaining 540rpm at the tractor PTO, or make two passes over the material, raising the mower for the first pass and lowering it to the desired height for the second, cutting at a 90-degree angle to the first pass. Also, if the grass is wet, allow it to dry before mowing and slow down the ground speed of the tractor while keeping the engine running at full PTO rpm. Cutting lower may also help.
