If water is deeper than 26 ft, a deep well pump may be needed. Thaw the pipes if they are frozen, and consider burying or insulating them. Raise the foot valve if it's in dirt or sand. Clean or replace a clogged foot/check valve. Finally, have the pressure switch adjusted by a qualified technician (20-50 psi) if it's set too low.
