If you cannot change the settings on your Perfect Aire Air Conditioner, it might be because the unit is in automatic mode. In "AUTO" mode, the air conditioner automatically selects the fan speed, preventing manual adjustments. Check the display to see if the MODE is set to "AUTO". Also, when dry operation is selected, the air conditioner automatically selects the fan speed. Check whether the MODE indicated on the display is "DRY".
