Check for poor connections at the battery and frame, and ensure the AC cord and/or extension cord is not loose. Also, verify there is power at the receptacle by checking for an open fuse or circuit breaker. The charger may be overheated, requiring the thermal protector to reset. If the battery is severely discharged, charge for 10 to 15 minutes in the highest charge rate to help assist in cranking.

It could also be that the battery did not reach full charge within 24 hours, possibly because it is a very large battery or bank of batteries requiring more power than the charger can deliver within 24 hours. Finally, the battery may be defective, so have it checked.
