Parameter
<URL> A string parameter (string should be included in quotation marks)
which indicates the NTP Server address.
<time zone> (-12-12) A numeric parameter which indicates the network
time zone, default value is 8
<cid> Bearer profile identifier refer to AT+SAPBR
<mode>
0 synchronize the modem with network time
1 report network time
2 report network time and synchronize the modem
