If the blades on your Toro Lawn tractor aren't rotating, it could be because: * The blade drive belt is worn, loose, or broken. Install a new blade drive belt. * The blade drive belt is off the pulley. Install the blade drive belt and adjust it for the correct tension. * The grass collector is not in place. Install the grass collector.
