      If the blades on your Toro Lawn Mower aren't rotating or are slipping, the BBC belt or timing belt might be worn, loose, or broken. Adjust the BBC cable and the timing belt tension, and replace them if necessary. Also, check if the BBC belt is off the pulley and contact an Authorized Service Dealer if the belt is damaged. The BBC cable itself could also be worn, loose, or broken; adjust or replace it as needed.

A dirty air filter restricting airflow is a common cause; clean the air-filter pre-cleaner and/or replace the paper filter. Also, check the engine oil level and change the oil if it's dirty or add oil if it's low. The fuel-tank vent hose could be plugged, so clean or replace it. If there is dirt in the fuel filter, replace the fuel filter and clean the in-tank filter screen. Make sure to clean any clippings and debris from the underside of the machine. Finally, inspect the spark plug and adjust the gap if necessary, or replace it if it's pitted, fouled, or cracked.
