What causes the clutch to not engage on my Toro Z Master Commercial 2000?

If the clutch on your Toro Lawn Mower won't engage, you should first replace the fuse. Check the coil resistance, battery charge, charging system, and wiring connections, replacing components if necessary. If there's low voltage supply at the clutch, check the same components. If the coil is damaged, replace the clutch. For inadequate current supply, repair or replace the clutch lead wire or electrical system, and clean connector contacts. If the rotor/armature air gap is too large, remove a shim or replace the clutch.
