Another reason might be extremely hot outside temperatures, in which case you should set the FAN speed to a higher setting to increase airflow past the cooling coils.

  If your Toshiba Air Conditioner is cooling but the room remains too warm without ice forming, consider the following: ensure the air filter is clean (refer to the Care and Cleaning section), set the temperature lower, properly position the air directional louvers for better air distribution, clear any blockage in front of the unit (drapes, blinds, furniture, etc.), close any open doors, windows, or registers, and allow additional time for the unit to remove stored heat from the room if it was recently turned on.

  If your Toshiba Air Conditioner is cooling, but the room is too warm and ice is forming on the cooling coil, it might be due to the outdoor temperature being below 18°C (64°F) - set FAN ONLY mode to defrost the coil. Also, the air filter may be dirty (clean it and set to FAN ONLY to defrost), or the thermostat is set too cold for night-time cooling (set to FAN ONLY to defrost, then raise the temperature setting).

  If the air from your Toshiba Air Conditioner doesn't feel cold enough, it could be due to several reasons: the room temperature might be below 17°C (62°F) (cooling may not occur until it rises above this temperature), the temperature sensing element might be touching the cold coil behind the air filter (straighten the tube away from the coil). You can also try resetting to a lower temperature. If you recently changed modes, the compressor might be shut off (wait approximately 3 minutes for it to restart in COOL mode).
