Make sure the throttle control lever is in the FAST position and the choke is activated by pulling out the CHOKE control. The fuel tank might be empty or contain stale fuel; fill it with clean, fresh gas (less than 30 days old). A blocked fuel line could also be the issue; clean the fuel line or replace the fuel filter. The spark plug might be faulty, so clean, adjust the gap, or replace it. Lastly, the engine might be flooded; crank it with the throttle in the FAST position.
