Why Troy-Bilt Tiller wheels and tines will not turn?

If the wheels and tines on your Troy-Bilt Tiller aren't turning, several factors could be at play. It might be due to improper operation of the controls, a misadjusted forward or reverse clutch control cable (in which case you should adjust the cable tension), a worn or broken clutch belt (check belts and replace if needed), a loose bolt and key in the transmission pulley (tighten the bolt and ensure the key is in place), or internal transmission wear or damage.
