Check if the fuel tank is empty and fill it with properly mixed fuel if needed. Ensure you've pressed the primer bulb fully and slowly 10 times. If the engine is flooded, pull the starter rope up to 10-15 times. Old or improperly mixed fuel can also be a culprit, so drain the tank and add fresh fuel. A fouled spark plug or a plugged spark arrestor could also prevent starting; in this case, replace or clean them. Lastly, consider the outside temperature; if it's below 40ºF or above 90ºF, it might affect the engine's ability to start.
