If the Troy-Bilt Blower engine won't start, there are several potential causes. First, ensure the fuel tank is filled with fresh fuel. If the primer bulb wasn't pressed enough, press it fully and slowly 10 times. Old fuel can also be a culprit, so drain the gas tank and add fresh fuel. Additionally, a fouled spark plug may be the issue, requiring a replacement. Lastly, a plugged spark arrestor can prevent the engine from starting; clean or replace it to resolve the problem.
