phenomenon is determination deviation of rebar position is larger
during repeating scanning. At this time, this scanning line should be
shifted the distance of two rebar diameters for scanning again.

Step 4 Determine the position of stirrups (or lower rebar)
Carry out scanning along the direction that is vertical to stirrups
(or lower rebar) in the middle position of determined two pieces of
rebar to determine the position of stirrups (or lower rebar). Then select
the middle position of another two pieces of rebar to scan it as figure
5.3 shows. Points scanned twice are connected together by means of
straight line.
