Push bolts through the bottom of the tray and through the riser, repeating for the second riser.
Attach the legs to the tray base and loosely connect to the handle with nuts.
Place the leg brace across the leg and attach loosely, then push grips onto handle ends.
Use bolts and nuts to attach the wheel guard to the front of the handles.
Attach axle brackets to the handle and tray brace using bolts.
Slide axle, wheels, spacers, washers onto brackets and secure with cotter pins, then tighten all nuts.
