Determine the reason for the low voltage and correct it. * The relay might be failing to close. Determine the reason and correct it; replace the relay if necessary. * The compressor motor may have an open or shorted winding, requiring compressor replacement. * There could be internal mechanical trouble within the compressor, also requiring replacement. * Liquid refrigerant in the compressor can cause this. Check the crankcase heater. * High discharge pressure, indicating unequalized pressure in the system, might be the problem.
