If that's not the issue, the thermostat might be damaged; verify if there is power to the terminals of the fan (and / or 0-10V signal for EC). Also, make sure all electrical connections are correct by verifying them within the supplied wiring diagram. Finally, for AC motors, a broken capacitor could be the culprit, requiring a replacement.

A broken valve actuator may also prevent proper valve opening, and trapped air in the battery can disrupt performance, so purge the coil using the air valve.
