Reason: The heatsink nutsert is cutting through the insulating pad,
this may short during test or while in use at a later date.

Delete the following from 003-171:
AA3247 INSUL WASHER TO220 3X1.5MM - 3 off
AA3248 INSUL PAD TO220 SILICON - 3 off
Remove nutserts from regulator holes only on the following heatsinks:
AA5487 HEATSINK W3 PSU (REG)
AA5675 HEATSINK W3 PSU (MOSFET) - do not remove Nutsert
Add the following to 003-171:
AB0102 NUT M3 NYLOCK - 3off
AA0693 INSUL KIT TO220 SILICON - 3 off
