Ensure the throttle stick is at idle and the throttle trim isn't too high by lowering both. Confirm that the transmitter is in normal mode and that throttle hold is off. Check the connection between the motor wires and the ESC, inspecting for any damage. A low flight battery charge could also be the culprit, so try replacing or recharging it. Lastly, verify that the throttle channel isn't reversed in the transmitter settings and correct it if necessary.
