Check if the voltage at base of Q403 is 0v
Check if the voltage at pin29 of IC401 is 11.5V
Check the voltage at pin26 of
IC401 is normal when
H-frequency is 31KHZ.
Cut pin29 and check if
the voltage of circuit is
normal.
Check the power supply of
11.5V and 80V circuit.
Replace IC401
Check if the voltage is
normal.
