Circuit
A Circuit within a Span represents a group of wires of the same usage, such as Primary,
Secondary, Neutral, Communication, etc.
The common features of wires within the same Circuit includes Construction (On Pole,
Cross Arm, Double Cross Arm, etc., and Conguration (Fore, Back, Both) where Fore and
Back represents deadend and Both represents tangent.
