If recently installed or relocated, it can take up to 24 hours to reach the desired temperature, and if relocated, let it stand upright for 24 hours before connecting to power. Modern fridges also require more operating time. Also, ensure the doors are closed completely and that the fridge isn't in a hot location (above 43°C). Frequent door openings or adding large amounts of food can also affect cooling.
