Outline Copies the sign bit of the specified 16-bit data to all the bits of the
higher 16-bit area (extended 16-bit area).
For the FP0R/FPΣ/FP−X/FP0/FP−e, the P type high−level instruction
“P89 (PEXT)” is not available.
