      The engine might not be turning over due to several reasons. Ensure the ignition switch is fully turned to the START position and the ground speed levers are set to START/PARK. Also, the mower blade switch should be in the OFF position. Check and clean the battery terminals if they're dirty, or recharge/replace the battery if it's discharged or dead. Inspect the wiring for any loose or broken connections and tighten or replace as needed.

Also, check if you're out of fuel or if the fuel is old or stale; refill with fresh fuel if needed. Inspect the spark plug(s) for fouling or incorrect gapping; clean, gap, or replace them.

Check the spark plug for issues; clean, gap, or replace it if necessary.
