Make sure the fuel tank is filled with clean, fresh gas (less than 30 days old), the fuel line is clean, and the fuel filter is replaced if the tractor is equipped with one. Clean, adjust the gap, or replace the spark plug. Finally, try cranking the engine with the throttle in the FAST position.
