      If your Toro Brush Cutter engine won't start, first, ensure the switch is in the I (ON) position. If it still doesn't start, check for a spark by removing the spark plug, reattaching the cap, and laying it on the metal cylinder while pulling the starter cord. If there's no spark, try a new spark plug. Also, make sure the primer bulb fills with fuel when pushed. If it does not, the fuel delivery system may be blocked. If the bulb fills, the engine may be flooded. If the starter cord pulls harder than when new, contact an authorized service dealer.

If there's not enough line, install more. You can also pull the line while pressing down on and releasing the retaining cap if the line is worn too short. If the line is tangled, remove it and rewind it. Finally, make sure the engine is at full throttle when advancing the line.
