If the blades on your Toro Lawn Mower aren't rotating, it could be due to a worn, loose, or broken drive belt (install a new one). Also, ensure the drive belt is properly installed on the pulley and check the adjusting shafts and belt guides for the correct position. If the Power Take-Off (PTO) switch or PTO clutch is faulty, or if the mower belt is worn, loose, or broken, contact an Authorized Service Dealer, or install a new mower belt, respectively.
