If no heat to your bulbs you will want to take your digital volt/ ohm meter and with the heat on and 220 VAC plugged in test
across L1 and L2. You should show 220 VAC.
If there is no voltage across the bulbs you can take L1 to ground and see if there is 110 VAC, if there is you may have either
lost a leg on your main coming into the Flashback or had a break on it some where in between.
You may need to do a connuity check on the wires that run to the element. Do this type of test with the high voltage un-
plugged.
